Good Public Engagement – Whittlesea Railway Consultation

I think the weather helped somewhat – a good number of Whittlesey and area people had an opportunity to engage with the Hereward Community Partnership – asking residents of their thoughts on bettering both the Railway Station and the frequency of trains that could be better.
All this has been done to an extent previously, but since there hasn’t been any giant leap forward it doesn’t do any damage to try it again I suppose.
I will be attending the 28th April consultation at WTC Offices Grosvenor House.

Some Success – Church Street / Ramsey Road Parking

After my very assertive conversation with senior police officer(s) at Hinchingbrooke this week and e-mails to our Neighbourhood Sergeant, plus a element of Town Council contact (the e-mail they received remained a ‘secret’ to them and was not forwarded to any other interested individuals or groups – more on these ‘secrets’ later).

Our PCSO’s have informed me that they are and will be checking on Church Street/Ramsey Road  when they have resource time to do so, which has already happened I am pleased to say.
I also have checked with the constabulary that here in Fenland – PCSO’s do indeed have the powers to ticket illegally parked vehicles.
In Peterborough and Cambridge where they have ‘Civil Enforcement Officers’ the Police would not normally carry out any parking issues/enforcement.
More coming on this a day or so….

Fly-Tipping Lattersey – Removed Thanks to RB

The (3) parcels of Fly-Tipping as reported below, has now all been removed by FDC’s rapid response team – many thanks to RB who reports Fly-Tipping when-ever he comes across it.
Naturally if you witness anyone Fly-Tipping – please do NOT engage with these people, if you can get details of their vehicle, and a description of these criminals who dump this rubbish, report it to Fenland District Council with the location – they will deal with it.

We now wait and see how long it is before some more arrives – remember this is costing you/me/the ratepayer a considerable amount of money.

Still Parking Illegally on Church Street

I will carry on reporting of this and other vehicles – who insist they can park on the ‘new’ double yellow lines / Church Street – this vehicle a ‘Nissan’ I now have good photographs of with it’s registration – I will carry on reporting to the Police, until someone takes ownership of enforcement – the whole idea of campaigning for years for this enhancement to be carried out was make it safer for everyone using the road.
Stop parking here please, walk a few years and park legally.

Low Life still Fly-Tipping

Once a pile of fly-tipping takes place, it sometimes happens that more gets added too it.
As of yesterday the first batch of fly-tipped material at Lattersey Hill/Benwick Road had not been removed, and now some more has been added, BB informs me that he has reported the latest to FDC….

Big Changes @ Cambridgeshire Policing

The 2 year policing review is about to be fully implemented on 28th April – examples being changes in rota/shift patterns, changes of where officers are based, moving lockers/offices and vehicles to different locations – All hopefully for the better for us.
Major adjustments behind the scenes are being brought into effect – computers and communication systems for example.
I attended a 3¾ Hour meeting last night at Police HQ in Hinchingbrooke – other than the above not really a great deal of progress or decisions were made which is par for the course, although we were told that there are a ‘lot’ of plans being looked at.

I did raise a number of on-going ‘issues’ which has been brought up by residents and members of NHW – and made it very clear to senior officers (like it or not) that the option we’re being told that there are NO resources to address minor concerns by our PSCO’s is NOT an acceptable answer – maybe to be told that when/if resources become available – then these minor issues will be looked at is a better answer to be given.

On the left is ex Whittlesey PC Alan Paul who worked here in the 1980’s on the right is Cllr Ray Bisby, who is the councillor for Cardea and is also Assistant Police/Fire & Crime Commissioner.
With Ray being our neighbour – I have a meeting with him in a couple of weeks time for some updates on the A605/Cardea and Pondersbridge road work enhancements.

Beware of the PayPal Phishing e-mails

Some 20 million people in the UK have a ‘Paypal Account’™ including myself.
Fake emails, also known as ‘phishing’ or ‘spoof’ emails, attempt to trick you into revealing personal or financial information such as bank account details, credit card details and passwords etc. These fake emails often link to fake (spoof) websites where your information can be collected if you type it.

On-Going Trends…

Maybe a very challenging week for some commuters with North Bank & the B1040 open/close/open/close, the start of exploration bore holes for the Kings Dyke crossing having to be postponed until this Monday (16th)
The welcome comprehensive report from the Environment Agency (EA) on ‘some’ of the management of the Whittlesey Washes (previous posting).

The excellent demonstration given by Deborah Slater from Defibrillators for All at The New Queen Street Surgery – 23 attendees the group held a raffle and raised some well deserved funds for DFA.
A comprehensive Whittlesey Town Council report – My thanks to our correspondent who attended for me.
A somewhat limp excuse (again) reported at the Town Council meeting that the ‘Police’ do not have resources to respond to Councillors/Residents and Neighbourhood Watch to illegal parking on Church Street.

Whilst I fully appreciate and understand Policing priorities, I and many others are getting rather fed up with various ‘politicised comments’ and excuses made by our constabulary – we either apply the law or we don’t – The Police shouldn’t decide what is and what is not ‘Lawfull’
They should apply the Law and the CPS (Crown Prosecution Service) decide whether to take the matter further. Police today are under a lot of pressures – however our illustrious Police & Crime Commissioner has made promise after promise about improvements in Cambs Policing – irrespective of recent reviews and Home Office reports.
I always quote at meetings and I will be attending one this Monday at Police HQ –  a PCSO is a Police Community Support Officer – that’s all most of us want in our area.
More on this at another time.

Still we had a nice break with not very good weather at a country house once owned by Lord Kitchener and a nice pie and pint at one of my favourite places The Britannia at Dungeness….with my bohemian friends!

Environment Agency comprehensive answers to Land Owner.

Johnathan of North Level District IDB contacted me about the concerns you have raised and asked me to discuss them with you.
As you have stated your field is within the Whittlesey (Nene) Washes, a flood storage reservoir and is only used when we have to.
The Washes have been around since the Sixteenth Century so have always flooded in some form or other since that time.
If you have had the field for twenty odd years you would have seen significant flooding in Easter 1998, 2012 and 2013, but in the intervening years, we have only had minor or no flood events, including last year, but I appreciated since New Year flood water has been going onto the Washes at regular intervals through Stanground Sluice and Northey Gravel Weir.  Water is discharged off the Washes via Rings End Sluice.

As I have said we only use the Whittlesey (Nene) Washes when we have to.
In normal conditions water flows down the River Nene and passes through the Dog-in-a-Doublet Sluice out to sea. When we have increased flows due heavy rain in the Nene Catchment, which includes Daventry (in part), Northampton, Corby, Wellingborough and Peterborough, we do our best to get rid of the water as quickly and safely as we can through the Dog-in-a-Doublet Sluice, but this very much dependant on the amount of water coming down and the tidal cycle. Therefore, if we are on spring high tides we will not be able to get rid of as much as neap tide.
When flood water levels rise upstream of the Dog-in-a-Doublet because it cannot be discharged because of the tide, we use the term “Tide Locked”, and this will result in a Flood Warning for the North Bank Road. So with higher levels in the River Nene, backing up towards Peterborough excess water will overflow Northey Gravel Weir and Stanground Sluice will operate, both putting water onto the Washes. To assist in the discharge of flood water we constantly have to dredge between the B1040 road bridge to the kink in the river called Popley’s Gull. What I am trying to say is we are doing our best to ensure we get rid of as much water as we can before putting it onto the Washes.

Once water is on the Washes it flows onto the Washes it obviously floods the floodplain and if water levels continue to increase then a Flood Warning goes on for the B1040 and it is closed by Cambridgeshire County Council. All the flood water on the Washes has to discharge through Rings End Sluice, which can be seen from the A47 road bridge at Guyhirn. Again the water coming off the Washes is subject to river levels, as Rings End Sluice is all gravity discharge. So if the Tidal River Nene is lower than the Washes level, water discharges, if not it stays in the Washes. The pointing doors on the Sluice prevent more water going onto the Washes.

You mentioned about the “flood defences being built” I am not aware of any new defences being built. The only work that has gone in recent years was the South Barrier Bank strengthening works and the ongoing Cradge Bank repairs and strengthening on both the Tidal Fluvial sections. These projects ensure the integrity of the Reservoir Embankment during flood events, so they should not fail when needed.  None of these projects would stop the Washes operating as they have in the past and continue to do so now.

Unfortunately flooding of the Washes is and always will be a risk experienced by the Landowners and users of the Washes, past and present.
There is nothing we can do to assist you in reducing that risk, other than continue to do what have just explained.  I am not in a position to comment about what other landowners receive in the way of income.

I hope I have managed to explain that the Washes only flood when we they have to.
I appreciate this is probably not the response you were hoping for but if I can be of further assistance please do not hesitate to get in touch.

Ian C

Fraudulent Crypto-currency Investments And Fake Endorsements

Well I am hoping that Whittlesey/Villages haven’t yet moved into ‘Bit-Coins’ and Crypto-currency – still there may be ‘some’ with temptations to make or loose money quickly… here is a warning from Action Alert…

Fraudulent websites alleging to offer crypto-currency investments are dishonestly using the image of Martin Lewis, the founder and editor for moneysavingexpert.com, as an endorsement for their companies.
The adverts using Martin Lewis to promote illicit schemes can be found on social media and other websites. Clicking on the advert takes you to the full article where Martin Lewis image is presented along with fake quotes recommending investments in bitcoin and other digital currencies with the fraudulent “company”. Alternatively clicking on the advert will take you to a page where you are required to input your contact details, the suspect company then phones you and encourages you to invest.
Martin Lewis has published a warning to the public saying “I don’t do adverts. If you ever see one with my face or name on it, it is without my permission, and usually a scam”. The full article can be found here; https://blog.moneysavingexpert.com/2018/03/13/martin-lewis-spread-word-dont-believe-scam-bitcoin-code-bitcoin-trading-ads/?_.
Similarly these fraudulent websites are also misusing images and fabricating recommendations from the investors on Dragons Den. These adverts also claim the investors on the panel trade in cryptocurrencies using their services to try and legitimise their company.

What you need to do

  • Don’t assume it’s authentic: Professional-looking websites, adverts or social media posts don’t indicate that an investment opportunity is genuine. Criminals can exploit the names of well-known brands or individuals to make their scams appear legitimate.
  • Don’t be rushed or pressured into making a decision: A genuine bank or financial organisation won’t force you to make a financial transaction on the spot. Always be wary if you’re pressured to invest quickly or promised returns that sound too good to be true.
  • Stay in control: Avoid unsolicited investment offers, especially those over cold calls. If you’re thinking about making an investment, get impartial advice from an independent financial adviser – never use an adviser from the company that contacted you, as this may be part of the scam.
  • Visit Take Five (takefive-stopfraud.org.uk/advice/) and Cyber Aware (cyberaware.gov.uk) for more information about how to protect yourself online.
