Cllr Rita Jolley to retire

As per my posts on the 26th & 30th January + 09th February on the Whittlesey Town Councillors who will NOT be standing for re-election in this coming May’s local elections.

Another very long serving Town Councillor, Mrs Rita Jolly has decided not to run or contest in the forthcoming May elections.

Rita has decided to retire from being a local councillor.
Yes I do know the reasons why all the councillors have decided to ‘retire’ – but as far as I am concerned that is their personal choice and between them and their political group.
No point in ‘Dirty Washing’ enough of that with National Politics.

So the invitation is out there for all the ‘Keyboard Warriors’ on Social Media – who have had the best part of 4 years having a go on FB© – Put up if you think you can make a difference…..We are all waiting…!!!!

Report on the WTC Meeting Wednesday 13th February 2019

Presentation by Joe Moore-Papworth. Didn’t turn up.

Police matters questioned why report said Police doing community engagement 06/02/19 2pm yet library closes 12 noon on Wednesdays. Did it actually take place.

Speaker for public forum requested agenda items list changed so that council business is done at end of meeting and other items general public are interested in is done at beginning. Might encourage more public to attend. Council took on board.

F30/19 WTC were not going to respond, Cllr Butcher said he was disappointed with the last consultation as £50,000 spend only resulted in buses being taken of Market Place.
Cllr Dee Laws pressed firmly that WTC should respond, Cllr Boden said if only on infrastructure between Peterborough and Whittlesey.
In the end it was agreed all council will look at consultation document and Cllr Laws will put together a consultation response deadline 20/02/19

Discussion took place around works to new council offices – 3 bids were received lowest bid accepted. N B Construction have been awarded the work. More money is required so there was a vote to apply for a further public works loan 3% interest rate £85,000 over 20 years. Cllr Bristow abstained from vote. Vote carried. Work to take 12 weeks.

Annual meeting – Date set for 08/05/19
Neighbourhood Plan – Draft policies moving forward.

Syrian Refugees – Timetable now being discussed for 2 Syrian refugee families to move in so children can settle into schools. Esol training will be delivered by Christian Church
(Language training)
Pondersbridge Bus Shelter – FDC are examining and considering policy change Pondersbridge LHI (Local Highways Improvement). No decision made yet CCC highways are still to produce a plan!

Tommy’s – The one for Whittlesey requires listed consent. The one at Coates is in a member of publics house for time being for safe keeping until in situ.
Windmill Street Parking Issues – about emergency vehicles getting access, Cllr Boden can we notify emergency services on preferred route
Friendship Club – This is for lonely people any age held last Thursday each month free meal provided and transport can be arranged contact Cllr D. Mason –  St. Andrews Church.
Barclays Bank – closure is a business decision by them no input or consultation by WTC was given. In fact WTC and CCC only told the day before closure WTC will write to Barclays setting out that a bank is still needed here.
Suggested we could have a mobile bank or banks could share 1 building.

F32/19 Persimmon Homes to attend next meeting in March.

F33/9 Allotment gate lock broken. Will be replaced by the cheaper quote zollit lock.

Discussion about various meetings attended ie Food Bank, Middle Level, Fonterra visit and young persons centre Whittlesey.

Bid still being prepared for Must Farm Centre in Whittlesey  – Peterborough are re – submitting a bid British Museum like Whittlesey’s bid Cllr Boden encouraged WTC to engage Must Farm bid with combined authority as already part of the industrial strategy.

Cllr Dorling advised car parking issues discussed by the Whittlesey Business Forum.

Ward matters.

Cllr Mason – Bower attended site meeting re repair to footpath Middle Level agreed to shore up the bank where failing and approach FDC to get bushes cut back.
Love Lane – Boyce close. Attended site meeting CCC & Ms Day a footpath is a necessity as children may be injured being put forward for next years budget.

Sweet Pea Nursery are they taking up the opportunity to use Manor Leisure Centre facilities.
Cllr Boden Saxon Pit EMW (East Midlands waste) have had their appeal put back to 28/8/19. EA were puzzled by this move but have been given another 4 weeks to provide more detail.

7/3/19 Agenda (LHI – Local Highways Improvements) will be formally announced should be good news for Whittlesey.
Lamppost at 12 East Delph must be replaced quickly.
Cllr Dee Laws more Fly-Tipping 1 proceeding towards successful prosecution 2nd waste again from cannabis factory. Some got into watercourse
Cllr Wicks dog fouling Eastrea requested extra posters and patrols.
Looking into walkers crisps recycling scheme Parish notice he has applied for Tesco plastic bag fund to buy 3 benches if successful put your blue token into this bid.
Cllr Dorling vacant commercial properties in Whittlesey have HMO’s multiple occupancy which brings up difficulties if applying for a mortgage.
Cllr Jolley her front gate kicked in – Car Parking issues
Cllr Mayor Town Walk public footpath fence fell onto it obstructing right of way Community Payback Team have repaired best as possible as privately owned fence.
Cllr Bristow rubbish being removed near Railway Station Warehouse East of station changed hands thinks to become a distribution centre possibly employing 30/50 people.

RG Note: I notice that no Councillors appeared in the recently re-launched (and cost £££)
Hereward Community Rail Partnership.
I have attended many of these meetings – when the public are invited over many years to see (some) slow progress in promises that may become reality to Whittlesea Railway Station. (I wasn’t invited).

18 million breathe toxic air: Pollution kills 40,000 Britons every year

Will they or Won’t they – Build on The Showfields Site

It would appear that Permission Homes™ have shown an interest in the ‘Showfields’ site off East Delph, this controversial site has previously generated a great deal of public comment. Remember the bitter fight which took place between the owner/developer Philip Rose and the Public/WTC & FDC, the £20,000 raised to fight the appeal, and then the subsequent approval of the amended plans for some 220 houses.

There is now interest being shown by Persimmon Homes™ – whether they have bought the whole ‘field’ I don’t know or whether they plan to develop the whole site I don’t know.
I tried checking on the FDC planning portal, but it is not working correctly at present.
Persimmons are the builders/developers at ‘Cardea’  besides the A605/Morrisons Supermarket. More to come as it unfolds…..

If you ‘Google’™ Roy Gerstner Showfields – several posts as the planning application moved forward – I used the word ‘Travesty’ to highlight this controversial application,
that still applies today – I still believe as many others do – that the site will be expensive
to prepare to mitigate flood risks – that will put a substantial % on the price of the houses.
Still the Government want more houses – we wait and see.

F/YR15/0134/0 Land North of Whittlesey East of East Delph, has been passed by FDC’s Planning committee today 22nd July 2015.
Considering what happened 2 years ago, when there was a phenomenal opposition from virtually ALL the town, an action group and £20K raised to fight the appeal that followed the original application.
Today saw empty seats at Fenland Hall (Not the expected standing room only), on my reading the application and taking the FDC’s Officers recommendation (To approve), it was always going to be an uphill battle to ‘reject’ the application, as the applicant Mr Rose had complied with everything that the planning inspector had highlighted.
Remember at appeal, the main objection was to do with ‘Flood Risk’ – it appears that the criteria for this has been met as far as the Officers at FDC are concerned.
The application went for some 3 hours and Whittlesey Town Council were represented.
There was a ‘sprinkling’ of other Whittlesey councillors, but noticeably a number were missing.

So this was for ‘outline planning – for 220 dwellings’

A burglar who was caught red handed by a startled homeowner has been jailed for a year. Michael Hutchinson, 45, entered the property in Station Road, Whittlesey, at about 2pm on 31 August. The victim was working from home in his dining room when he noticed Hutchinson peering around the corner of a door in the hallway looking at him. Full story here: https://bit.ly/2WVxJgN

Cllr Steve Garratt to retire

As per my post on the 26th & 30th January on the Whittlesey Town Councillors who will NOT be standing for re-election in this coming May’s local elections.

I could say ‘another’ long time serving Whittlesey/Fenland District Councillor has decided to retire, however there are ‘some’ reports he may not…..He is NOT been selected to run for the conservative group either in Whittlesey or FDC, and rumour/reports are he may run as an Independent candidate and I don’t like rumours…..
When I asked him some months ago of his plans – his answer was ‘He wanted his life back, and had done enough years as a councillor’
So for the time being I’ll say he is retiring.
Cllr Steve Garratt’s attendances at Council meetings has been somewhat dismal to say the least, hardly ever turning up at Full Council meetings over the past 18 months.

NQS v Jenner v Peterborough League Tables – Appointments

 

 

 

Every year GP surgeries carry out a Patient Satisfaction Survey(s), one question being ‘Experience in making an appointment’ The Peterborough Telegraph has published the league table – but the two Whittlesey Surgeries did not do well at all.
In the case of New Queen Street Surgery – they came 32nd out of 40
Jenner Health Centre – they came 24th out of 40
There are many factors, a few which I’ll mention, some surgeries are much bigger than others and from the results it can be seen that the smaller ‘village’ surgeries come out much better in the rankings.

I have been a member of the New Queen Street Surgery – PPG – Patients Participation Group since its inception. I believe the PPG is a very good group at being able to engage with the surgery and its management. That said it can only do so much and has no remit to be able to officially change the surgery policy – it can apply pressure and lobby in certain instances.

Feedback from the Surgery Management (NQS) is that ‘They are happy with the new arrangement’ which was originally trialled and then put into full time placement.
The doctors like the new system and they say they actually ‘get to see’ more patients.

This doesn’t come out well in the above league ‘satisfaction’ table.
New Queen Street Surgery 57.1% satisfaction rating
Jenner Health Centre 62% satisfaction rating

What do the ratings mean?

A total of 40 practices in the Peterborough area have been rated after patients were asked about their experience on behalf of the NHS in March 2018, including how they rated the surgery where they are registered.

According to the NHS, a practice that scores below a 70 per cent average rating is considered to be ‘among the worst’, while a practice which scores 90 per cent or above is ‘among the best’. Those rated between 70 per cent to 80 per cent are classed as ‘OK’.

The information given could be the last piece in the puzzle that brings a burglary series to an end.
We’re urging you to report any concerns or suspicions to us, even if you think it might be nothing, as part of a county-wide day of action against burglary today.

 
The day of action is part of Operation Raptor, the force’s drive to tackle crime and protect the public.
 
There will be a whole range of prevention work, including door-to-door visits by PCSOs and Special constables, giving out advice/materials, crime prevention stands and high visibility patrols, as well as stop and searches in ‘hot spot’ areas. 
 
Last year there were 411 burglaries in the county in February but we want to reduce that number by making it harder for criminals. 
 
Day of action activity:
 
South Cambs

Identified ‘hot spots’ will be visited by officers carrying out patrols, and where possible arrests and stop and searches will be conducted.
Home security leaflets and window alarms will be handed out and officers, Specials and PCSOs will speak to residents.

In addition, a crime prevention stand will pop up at Northstowe Primary school, with the aim of highlighting security improvements residents can put in place. Security products will be available for sale at a discounted rate, and there will be advice regarding property registration and coding.

Cambridge

Burglary hardening packs will be delivered to houses in ‘hot spot’ areas most impacted by burglary: nine roads will be visited, including Blinco Road, Marshall Road and roads off Mill Road (Hobart Road and Suez Road).

Peterborough and Fenland

PCSOs will visit ‘hot spots’ in Peterborough city centre, with a focus on rogue trader prevention work in elderly communities.  In addition, crime prevention advice will be given out at Cross Keys Homes in Bridge Street.
In March/Wisbech ‘hot spots’ will be patrolled and those suspected of burglary visited by officers.
