Tackling Crime and Anti-Social Behaviour: Putting Public Priorities First
The public’s policing needs are very simple. They expect criminals to be punished and held accountable for their crimes, they have a strong desire for the police to be active and seen in their communities and for officers to be focused on the local, street-level issues that impact their day-to-day life and mental wellbeing.
As Police and Crime Commissioner for Cambridgeshire and Peterborough, it is my priority to listen and act on the concerns of residents. Restoring public trust in policing underpins everything I do.
The Tackling Crime and Anti-Social Behaviour pillar in my Police and Crime Plan encompasses the priority areas that people have told me are paramount for meeting their expectations and helping them to feel confident, reassured and safer.
Working collaboratively with our partners, we are already making a difference. This newsletter shines a spotlight on some of those key achievements over the past 12 months. Our mission now is to keep the momentum going.


Dealing with Local Issues
Community safety is a joint responsibility. The Police are unable to single-handedly fix society’s problems. Long-term success depends on collaboration, coordination and shared vision.
The PCC works closely with the area’s six Community Safety Partnerships (CSPs) and other agencies to tackle local problems that impact quality of life such as fly-tipping, bike theft and vandalism. CSPs are often supported by ‘Problem Solving Groups’ which bring tactical partners together to deal with issues in a joined-up way

Across the life of his Police and Crime Plans, the Commissioner has invested in almost £1m into dedicated Problem-Solving Coordinator posts in each of the six CSP areas to support partners to tackle the root causes of crime, disorder and anti-social behaviour (ASB).
This grounds-level intervention has increased intelligence and action against drug dealers and cuckooing, heightened enforcement activity to tackle arson and criminal damage, delivered long-term solutions to ASB linked to overcrowded housing, and supported the implementation of Public Space Protection Orders (PSPOs) to proactively tackle and prevent ASB.

Improving Road Safety

Road safety has remained a key focus with the PCC committing significant investment in education and prevention to promote a safer driving culture and to save lives.

In September 2025, the PCC became Chair of the Vision Zero Partnership Board – a multi-agency partnership committed to preventing road deaths across Cambridgeshire and Peterborough and significantly reducing the severity of injuries and subsequent costs and social impacts of road traffic collisions.

As the new Chair, the PCC immediately launched a Road Safety Fund worth £20k to support statutory organisations within the Vison Zero Partnership to address local road safety priorities. Initial grants have enabled BikeSafe to promote their workshops more widely to young people and have supported the ‘I am Des’ campaign in licensed premises over the festive period to reduce drink driving.

The PCC also funds the Casualty Reduction Officer (CRO) and Community Speed Watch Coordinator posts within the force on top of dedicated vehicles for the Special Constabulary to support road safety campaigns. Activities over the past year have included drink driving, e-scooter and motorcycle/moped safety campaigns, free bike maintenance and security marking events, Older Driver Workshops and the delivery of road safety messaging in schools.

Fraud Warning

A woman from Peterborough recently joined a telegram group where she was told she could make money just by sending photos of her feet. 

The group admin said all she had to do was send a photo of her passport held up next to her face and start sending photos. He claimed she could make up to £1,000 per picture. 

Requests for images soon became more explicit as the group admin developed a trusting relationship with the victim.
After sending a selection of photos, she received a message from a random number claiming it was a scam and the group admin sold intimate pictures and identities on the dark web.

The victim never received any money for the photos she sent. Officers are now in touch with her and a report has been filed with Report Fraud.

Manor Redevelopment – Meet The Buyer?

This event is for ‘Contractors/Electrical/Carpenters/Tradesmen to meet the construction Team – It is not meant for the genral public….

A ‘meet the buyer’ event will help provide a clear view of an exciting leisure centre revamp.

Working in partnership with Fenland District Council and Alliance Leisure, Curo Construction is delivering :-

a full redevelopment and expansion of the Manor Leisure Centre in Whittlesey.

This will transform the existing leisure centre into a more accessible, efficient and future-ready environment, built to serve the community from day one.
Curo Construction is hosting a meet the buyer event for local sub-contractors and suppliers. The event will provide information on the project and how to get involved, including:

• An overview of the scope, key packages and programme
• Procurement routes and upcoming opportunities

• Expectations around quality, safety and delivery

“Looking to be part of the project? This is your opportunity to get involved,” a district council spokesperson said.

The event will be held next Wednesday, April 29, from 12,30-2.30pm at the soft play area inside Whittlesey’s Manor Leisure Centre.

Last Nights WTC Projects Committee Meeting


Only 4 of us in attendance, (Cllr Laws apologies)
3 Members of the public.

Mr Robert Windle exhibited a ‘promo’ display which was very colourful and effective,
not that expensive.

Main items being debated – the cost of the Hanging Baskets (70 in total) (mainly the watering contract). This years will go ahead, however it was put that with the costs becoming challenging (looking at sponsorship) – that put to full Council that there is a reduction in number of Baskets for 2027.

The High Causeway Local Highways Improvement (LHI) to have rising bollards installed is after many years of trying a No Go….because Cambs CC will not support the program.

There will be no meeting in May.

Last Nights WTC Planning Committee Meeting


I attended as a member of the public, as I am a member of Fenland District Councils Planning Committee and take no part in WTC Planning meetings.

10 members of the public attended, including representative from the Saxongate Residents Group.
Mr Stephen Hodson spoke on the Health League Tables putting Fenland quite low down.
Mr Robert Windle, requested that the Public Forum should have taken place after Mr Rices’ presentation on the Saxon Eastern Buttress update.

Mr Stephen Rice gave a short presentation on the challenges of wet weather causing delays in the works at the Eastern Buttress works, he said that the operator hoped that the work would be conpleted within the next 12 month window.

Water Quality Monitoring @ Bower/Briggate Bridge

Today I saw and spoke with two Environmental Agency Officers, installing a constant monitoring device (water quality) by the Bower/Briggate Bridge today.
It remains in place monitoring 24/7 – they couldn’t tell me how long it would remain in place.

WTC Planning Meeting Agenda – Tonight 27th April

Mr. Stephen Rice Update on the progress of Eastern buttressing works at Saxon Pit.

The meeting is open to all members of the public to attend.
There is a public forum of 15 minutes in total, however the general public will not be able to ask Mr Rice any questions during his presentation, if you have any question(s), you should contact one of the councillors who are on the WTC Planning Committee……

Barr Street – Scaffolding & Building Concerns

After several members of the public contacted me and have themselves tried to report the potential safety issues of these works, I have contacted several departments at FDC and CCC that these issues maybe addressed.
This morning I saw our Street-Scene officer taking photo’s and he also has made reports.
