This evening, the committee of ‘Friends of Whittlesey Library’ have their regular meeting, on the agenda will be what activities or performances the Library may hold later in the year.

Trends for the Week (Updated)

After receiving an explanation – why Grass Cutting had been delayed – 7 Break-Ins this year alone at the Contractors ISS. The same happened last year with Break-Ins – Of course ISS should know better than to store their equipment where ‘nearly everyone’ knows it’s location.
Why don’t they have better security, surely if all this equipment has gone missing, either they take the cost or the insurance pays out, but I would imagine after so many Break-Ins I doubt if Insurance Companies would cover them.
Now comes the ‘Good bit’ – there are very tight contractual agreements in place and if the contractor can not meet their obligations – severe penalties exist – we wait and see if Grass maintenance improves- if not complain to either your Councillor or to FDC.

Next Housing & Planning, we have a Neighbourhood Plan under Fenland District Council, where primary housing developments has been identified.
Whittlesey TC are developing their own ‘Neighbourhood Plan’ but this still has to abide by FDC overall Plan and is still someway off being completed.

Whittlesey has (2) choices….
1/ Remain more or less as it is with plans already in place for between 1100 and 1,300 dwellings (including Villages) or
2/ Wait until The ‘Master Plan’ evolves to identify whether additional housing is required or indeed is needed.
If (2) identifies that in order for Whittlesey to ‘bid’ for a By-Pass – an additional 5,000+ dwellings are required, land needs to be identified to fulfil this plan.
The ‘only’ viable parcels of land is between Whittlesey and Peterborough/Cardea, whether this land would sustain 5,000 houses I don’t know.
What I do know is, generally in Peterborough’s expansion (3rd largest in England) – Infrastructure is placed in tandem with development (Ortons, Hampton and Cardea).
Infrastructure can be roads, schools, shops, health centres for example.

Knowing the ‘Whittlesey Effect’ – If a vast amount of ‘new’ housing were to be identified, I would be very surprised if ‘we’ got the Infrastructure/By-Pass in place before the housing was built…..Build first and maybe – just maybe (££££) a By-Pass may follow.

The answer surely if this was to happen we should be like Peterborough – Tandem the Building with the Infrastructure.

Our population has and is increasing without the means to address overall the issues it raises….that’s why I hope ‘The Master Plan’ and ‘Neighbourhood Plan’ will address head on – not wait 20 years for ‘something’ to happen.

Just read that Wisbech is to get 1,500 New Houses on the eastern Side.
To deliver this housing and a primary school could take between 8 to 15 years!
So Whittlesey – again – Don’t hold your breath…..

Whittlesey Concert Band @ Ivy Leaf Club

The ‘newly’ formed ‘Whittlesey Concert band’ from its predecessor ‘Whittlesey Wind Ensemble’ played at the Ivy Lead Club this afternoon the a small but enthusiastic audience of around 30. Today there were 20 members playing a variety of music enjoyed by all, conducted by Kevin Mackie.

Fake News – A Sad Person Indeed

Whilst out on my own Litter-Picking campaign yesterday I came across a very nice person who talked with me and thanked me and others for helping to keep our town clean and tidy. She did say that during a conversation with someone recently that my name had been mentioned in the respect that – I went out with the same bag of rubbish to make it look good.
I am so sorry for this sad individual who has nothing better than to try and discredit me.
I can categorically say I have never done this – I do not take ‘rubbish’ out of my bin and put it in the bag…which this Sad person may also think…?

I love collecting other Sad person(s) rubbish and litter and am known to quote that I find it very ‘Therapeutic’ – maybe Sad person(s) would like to join me -more than welcome.

In the meantime please stop spreading ‘Fake News’
Find something better to do with your time.

3 of 3 Spam-Phishing-Port Out Scams doing the Rounds

3/ Porting – on Mobile Phones.

There has been an increase in reports made in May by TSB customers relating to “port-out” fraud. Fraudsters are number porting a victim’s telephone number to a SIM card under their control and then using the number to access the victim’s bank accounts.

The increase in the number of reports corresponds with the timing of TSB’s computer system update, which resulted in 1.9 million users being locked out of their accounts. Opportunistic fraudsters are using TSB’s system issue to target individuals, which follows the increase in phishing and smishing communications also targeting TSB customers this month. Victims’ bank account and personal details including their phone number are collected by the fraudster, providing them with the information to execute the fraud.
Number porting is a genuine service provided by telecommunication companies. It allows customers to keep their existing phone number and transfer it to a new SIM card. The existing network provider sends the customer a Port Authorisation Code (PAC), that when presented to the new provider allows the number to be transferred across. This service can, however, be abused by fraudsters.

To gain control of the victim’s phone number, fraudsters convince the victim’s mobile phone network provider to swap their number on to a SIM card in the fraudster’s control. Once the fraudster has control of the number they are able to intercept the victims’ text messages, allowing them to use services linked to the victim’s phone number. This can include requesting an online banking password reset or access to any two factor authentication services.
Victims have reported large losses as a result of this fraud. One victim initially dismissed text messages received from their network provider containing a PAC number. Two days later £6,000 was removed from the victim’s TSB current account. The victim subsequently contacted their phone provider and was informed that someone contacted the provider purporting to be the victim and had cancelled their contract and transferred their number to a new SIM. This action allowed the banking fraud to take place.
Protect Yourself:

PAC Code notifications

If you receive an unsolicited notification about a PAC Code request, contact your network provider immediately to terminate the request. Also notify your bank about your phone number being compromised.

Clicking on links/files:

Don’t be tricked into giving a fraudster access to your personal or financial details. Never automatically click on a link in an unexpected email or text. Remember, criminals can spoof the phone numbers and email addresses of companies you know and trust, such as your bank.

Requests to move money:

A genuine bank or organisation will never contact you out of the blue to ask for your PIN, full password or to move money to another account.

Port-out Fraud versus SIM Swapping

Port-out fraud is often incorrectly referred to as SIM swap fraud. SIM swap fraud works in a similar fashion, however, instead of porting the victim’s number to a new network provider, the fraudster impersonates the victim and requests a new SIM card for their account. Once they have access to the new sim, they have access to the number.

2/ TSB Scam

There has been a sharp rise in fraudsters sending out fake text messages (smishing) and phishing emails claiming to be from TSB. The increase in the number of reports corresponds with the timing of TSB’s computer system update, which resulted in 1.9 million users being locked out of their accounts. Opportunistic fraudsters are using TSB’s system issue to target people with this type of fraud.
Since the start of May there have been 321 phishing reports of TSB phishing made to Action Fraud.
This is an increase of 970% on the previous month. In the same reporting period, there have been 51 reports of cybercrime to Action Fraud which mention TSB – an increase of 112% on the previous month.
Fraudsters are commonly using text messages as a way to defraud unsuspecting victims out of money. Known as smishing, this involves the victim receiving a text message purporting to be from TSB. The message requests that the recipient clicks onto a website link that leads to a phishing website designed to steal online banking details.

Although text messages are currently the most common delivery method, similar communications have been reported with fraudsters using email and telephone to defraud individuals.
In several cases, people have lost vast sums of money, with one victim losing £3,890 after initially receiving a text message claiming to be from TSB. Fraudsters used specialist software which changed the sender ID on the message so that it looked like it was from TSB. This added the spoofed text to an existing TSB message thread on the victim’s phone.
The victim clicked on the link within the text message and entered their personal information. Armed with this information, the fraudsters then called the victim back and persuaded them to hand over their banking authentication code from their mobile phone. The fraudsters then moved all of the victim’s savings to a current account and paid a suspicious company.
Protect Yourself:
Don’t assume an email or text is authentic:

Always question uninvited approaches in case it’s a scam. Phone numbers and email addresses can be spoofed, so always contact the company directly via a known email or phone number (such as the one on the back of your bank card).
Clicking on links/files

Don’t be tricked into giving a fraudster access to your personal or financial details. Never automatically click on a link in an unexpected text or email. Remember, a genuine bank will never contact you out of the blue to ask for your full PIN or password.

Trends this Week-end

Well – other than the debacle about ‘Grass Cutting’ in Whittlesey – I did receive an unusual amount of e-mails on the subject, the other contentious issues revolve around more and more Houses – I have heard numbers ranging from 5,000 to 10,000 (You read correctly)

Plus ‘The Dragon’ will be coming to Fenland/Whittlesey – when – who know’s!

Planning Meeting @ WTC This Afternoon

Disclaimer: These observations are not the ‘official’ minutes of the meeting, these are supplied by Whittlesey Town Council, normally (1) month following the meeting and can be viewed on their website.

Just myself and Mr Brent Warner (Postland Developments) as members of the public at this afternoons meeting.
Cllr Mrs Rita Jolly was re-elected Chair and Cllr Ray Whitwell Vice Chair.
Unfortunately Cllr Jolly was absent due to an accident.

A couple of contentious items on the agenda (See previous posting).
1/ F/YR18/0409F Erection of up to 25 dwellings (outline application with all matters reserved) at land South of 127 – 141 Coates Road Coates (Eastrea on the agenda is incorrect).
Mr Warner – The developer gave a presentation on reasons for the application to proceed.
The WTC planning committee had a fairly robust discussion on this application, the committee was minded that Eastrea and Coates are getting closer and closer.
Coates has already reached the thresh-hold in the amount of housing required.
Concerns about school places.
Whittlesey Town Council Planning Committee recommended ‘Refusal’

2/ F/YR18/0128 Reserved Matters on the Old Westhaven Nursey site A605
(I covered the objections from the Kings Dyke Nature Reserved in a previous post)
A good debate took place, highlighting that there had been a lot of objections to the development – it already has ‘Outlined Permission’ –
One of the main objections was that of the ‘buffer zone’ between housing and Nature Reserve and the Fencing to protect wild-life in the Nature Reserve.
Whittlesey Town Council Planning Committee recommended ‘Grant’ with above conditions.

he authority making the decisions on planning is Fenland District Council – who have a dedicated Planning Department, Planning Officers and their own Planning Committee.
Some Whittlesey ‘District’ Councillors sit on the FDC Planning Committee.
FDC on occasions overturn what-ever recommendations Whittlesey Town Council has decided and give reasons why they have made their determination.
Members of the public can on occasions carry as much weight in promoting or objecting to Planning Applications.
