Anyone Remember Horace Batchelor!

Horace Cyril Batchelor (22 January 1898 – 8 January 1977) was an English gambling advertiser. He was best known during the 1950s and 1960s as an advertiser on Radio Luxembourg. He advertised a way to win money by predicting the results of football matches, sponsoring programmes on the station. His spelling out of Keynsham, a town in western England where he operated, made it famous.
Batchelor sponsored programmes on Radio Luxembourg to promote his “Famous Infra-Draw Method”, a system that he claimed increased the chances of winning large sums on the football pools. Before the National Lottery started in 1994, the “Pools” was the only way to win large sums for a small stake. Listeners were asked to submit their stakes to Batchelor, who then determined how the stake was placed. He was paid only if the bet won. Infra-draw was thus not dependent on his predictive talent for its financial success.

So although not an out and out scammer as such – but another get rich quick method….

Jail for robber armed with drill
A man who attempted to rob a Chinese takeaway with what is believed to be a cordless drill before being chased away by staff has been jailed. 
Daniel Walker, 29, went to the takeaway in Copeland, Bretton, at about 8.15pm on 13 January with his face partly covered.

Bag snatcher jailed for theft from pensioner
A Leicestershire man who stole an elderly woman’s handbag in Peterborough city centre has been jailed for more than a year.
Police were alerted to the incident which happened on 25 January about midday at a bus stop near to Bridge Street, when the 80-year-old was waiting for a bus.

Fraudsters who used stolen credit cards sentenced
Two fraudsters who used stolen credit cards to pay for groceries, fuel and scratchcards avoided detection because the cards were ‘incorrectly programmed’, a court heard.
Petro Bartkus, of Elborne Way, Peterborough, and Yuriy Batyuk, of Monument Street, Peterborough, used the cards between March and June 2015, although there were also some transactions made in early 2016.

Fraudulent eBay seller who profited from employer jailed
A fraudster who sold ink cartridges purchased on her company credit card for a profit using her personal eBay account has been jailed for 20 months.
Jessica Prince, 35, of North Brink, Wisbech, was suspected of fraud after her employer’s accountant received an invoice from an un-registered supplier.

Have you seen missing Josh?
Officers are appealing for the public’s help to locate 38-year-old Josh Joshua, who has not been seen since Friday evening (1 March).
Josh was last seen in Lynn Road, Wisbech, and officers are becoming increasingly concerned for his welfare.
He is described as white, approximately 6’2”, slim build and was wearing a green camouflage coloured jacket and green tracksuit bottoms when he went missing. Follow the link for his picture.

Update on the Whittlesey & District Neighbourhood Plan (WTC – Cllr Dee Laws) “Further report from AECOM (consultants) suggested that the area could support a further 1,800 homes – This maybe controversial as the town’s services are already stretched”

Speaker from the ‘Metro Bank’ (Branch in Long Causeway Peterborough) told the audience the bank opens 7 days  a week. He was asked whether the bank may consider bringing in a Mobile Banking unit to service Whittlesey – Mr Stafford said he would look into it.

Jonathan Digby CEO of the Aspire Learning Trust – Gave the meeting good news that the expansion of the New Road School was about to start. Funds for the expansion of Sir Harry Smith School were being sourced.
OFSTED report into Park Lane School said ‘It was much improved’

Another Local Lady targeted Scam/Fraud

Here is one of the latest, which has an interesting twist…

You may want to warn your followers of a phone call I received purporting to come from Tesco Bank to advise me of a possible fraudulent withdrawal of £250.00 for  BMW from my Tesco internet bank account.
The “operator ”started to ask me security questions which eventually  included my Username,  I was very suspicious at this and told her so, so she gave me that information!  The conversation went on for about 15mins, it was on my mobile, in a parked car,  I asked for her name and said I was going to hang up which I did.  I then phoned the number on my bank card and when I eventually got through to Tesco, I spent another 15mins with them as they tried to see if the call had come from them and they eventually confirmed it had not, her knowing my username was the giveaway.

My card has been cancelled and I await a replacement,  there have been no unauthorised withdrawals and I have changed all my logging in procedures.
I can now see how easy it is to be scammed, the initial reaction is shock, and then fear and this is what they work on.  “Elaine” was very pleasant and reassuring and I nearly fell for it.
When I checked my mobile phone the callers number did not show up,  next time I will call them on a different phone before I give any information out.

The ‘twist’ being that they claimed to know her ‘Username’ – this can happen especially if the fraudsters have done a lot of research on you….they will know the names of your Pets/Children/Grand Children and various memorable dates…. and sometime they ‘hit’ on the right one.
Put the phone down – and use a different phone to call your Bank/Building Society from the number on the back of you card – at this stage a 5 minute delay will make little difference.

If you have been targeted – let me know, I won’t publish your name – but the more information we know about the better I can inform people.

Some Duplicity – Kingdom Group & Street Scene

At Fenland District Council, there is a group of Street Scene Officers, their remit initially was to deal with Littering, Fly-Tipping and Abandoned vehicles, they were supplied with ‘electric bicycles’ (hardly ever used -Elf & Safety Issues) at over £1,000 each.
They were to cover each market town and work with local councils and community groups.
Over the past 10 years, their success has been somewhat scant to say the least – one or two having difficulties in how the law stands in conjunction with (PACE – Police and Criminal Evidence Act) and few offenders were ever taken successfully to court.
FDC then decided to trial ‘The Kingdom Group’™ a private organisation which Peterborough City Council employed with some success.
So we’re now told –

I am somewhat confused, having met some of the Kingdom™ employee’s on their rare occasions they visit Whittlesey – (in a previous post – they asked me what was the best place to find people littering!) – They informed me that they were not employed on a Bonus Scheme – whereby the more they catch the more they are paid.
From reading the article it appears there is NO cost to the council (FDC) – so how do Kingdom™ manage to operate!

The enforcement has not only acted as a successful deterrent and helped keep our district cleaner at no extra cost to the council, but it has also raised awareness about littering and the harm it can cause to our environment.

I am very happy indeed if Kingdom™ catch more and more people who carry out anti-social environmental issues – but why then do we still have and pay for Street Scene Officers – and question – what-ever happened to their wonderful electric bikes….
Our appointed Street Scene Officer I must say is very helpful but only works part time.
I would have thought that if the ‘trialled’ success of Kingdom was so good – then the need for 5 or 6 Street Scene Officers was no longer needed?

I am first to support any initiative to bring offenders to be prosecuted – and would appear that The Kingdom Group have had a lot more success than our Street Scene Officers/FDC Legal Department.

Some Concerns over Momo ?

Are you aware of the Momo challenge?

Momo is a creepy doll-like figure which is said to appear in social media, videos and games online, encouraging children to add a contact on WhatsApp. It then sends them violent images and dangerous dares.

Recent UK media reports have linked the Momo challenge to self-harm and suicide. However, there are relatively few reports of children having participated in the challenge, and it’s unclear as to the extent of the concern. What is clear, is that a lot of people are worried about it, but instances of harm seem very rare.

The Momo challenge is not new, having appeared around the world during the summer of last year, it appears that an incident in Scotland involving an 8 year old boy may have been seized upon by mainstream UK newspapers.

The Police Service of Northern Ireland have suggested that amongst those behind the Momo challenge, may be cyber criminals intent of obtaining personal information.

Kidscape a national charity to prevent bullying and harm to young people, they have prepared some online advice to parents in relation to the Momo challenge.

The conservative party (well organised as the are) are ready with their candidates to make a stand in Whittlesey, The Green Party is still canvassing for candidates and one or two Labour candidates have started canvassing.

More & More Fly-Tipping

Blighting not only our landscape, but a danger to humans and animals… this near Kings Dyke, fortunately Cllr Chris Harper (Stanground South) is on the case.

Large quantity of use/spent Cannabis Plants found and removed, this is a pretty usual event, with regular NHW members reporting over several years, it take a while sometimes for the authorities to remove the bags.
In conjunction with water bailiffs your local neighbourhood team recovered a high quantity of cannabis from a river today near Whittlesey.

Investigations continue into identify who discarded these items and we will be knocking on their door in the near future. If these are yours and you would like to speak to us sooner then please feel free to contact us on 101 or via private message.
