Kings Dyke Bridge Update….Re-Tender Process..

Whittlesey level crossing bypass retendered.

Cambridgeshire County Council has begun the process of finding a new contractor to build its Whittlesey King’s Dyke level crossing scheme.

The council has published a contract notice in the Official Journal of the European Union (OJEU) putting the construction budget at £15.8m

The project involves construction of 1km of new road on structural embankments and a bridge over a railway to bypass the level crossing on the A605 at King’s Dyke, Whittlesey.

Kier was appointed to carry out detailed engineering design in August 2017 and it was given the construction contract in October 2018.

But when Kier submitted a final design and its price in July 2019, it came as something of a surprise. The initial budget had been £13.6m; the overall cost was going to be £39m, with the construction costs put at £26.2m. Kier was dropped.
The council is now hoping to find a contractor willing to build the same scheme for less than £16m.

The contract notice states: “The scheme was previously awarded as a two-stage design and build contract, for which a detailed design was completed. Cost estimates increased over time and so the authority is now seeking improved outcomes from the market.

“The provider will be required to take responsibility for the existing detailed design, but may seek approval from the authority as to where it may be improved.
The authority therefore welcomes value engineering exercises from the provider but notes that existing planning consent, site and technical constraints must be all upheld in any proposals which may come forward. Non-material amendments may be considered.”

Cambridgeshire County Council leader Steve Count said “I’m delighted to see that we’re moving forward – we’ve made our commitment to this scheme clear and this is a key date in our new programme that aims to get this scheme delivered as soon as possible.

“A shortlist of contractors that score highest in initial quality assessments will be issued the main invitation to tender at the end of November and will then have four months to submit bids. This keeps us on track for the appointed contractor to start construction by December 2020.”

Household Recycling e-permit Scheme

From October 2019, you will need an e-permit to dispose of household waste at our nine Household Recycling Centres using a commercial-type vehicle or any trailer in excess of 1.5m length (excluding the towing mechanism) or 570 litre capacity.

E-permits are free of charge and will only be issued to Cambridgeshire residents on a per household basis. The e-permit allows a maximum of 12 visits to a site within a 12 month period. If you use up your allowance, you will have to wait until the 12 month period has passed to renew your e-permit.

A vehicle that requires a permit and is towing a trailer of any accepted size will count as two visits if they both contain waste.

Residents without internet access can obtain a permit by telephoning 0345 045 5207.

The following vehicles require a permit

  • Vans
  • Pick-ups / crew cabs
  • Campervans and minibuses with rear seats and fittings removed

Vehicles must be no larger than a standard Transit van (5m length and 2m high)

  • Trailers between 1.5m and 2.5m in length (excluding the towing mechanism) or 570 litre capacity

Hire vehicles that fit into the above categories, being used to dispose of household waste, also require a valid e-permit.

Vehicles excluded from site

  • Vehicles larger than a standard, short wheelbase low roof Transit van (5m length and 2m high)
  • Horse boxes
  • Tractors
  • Driver and van services
  • Trailers over 2.5m in length (excluding towing mechanism)

Flood Alert Update (II)

A Flood Alert has been issued by the Environment Agency.

Flood Alert in force: Middle Level of the Fens in Cambridgeshire and Norfolk.

Flooding is possible for: Middle Level, including Pondersbridge, Ramsey St Mary’s, Benwick and Welney.

Be prepared.

 Persistent rainfall over this area means there is potential for flooding of low lying land and roads.  Further rainfall is forecast over the next 12 hours.

We are closely monitoring the situation.  Please avoid contact with flood water.

Flood Alert Update (I)

Subject: NO LONGER IN FORCE. Flood Warning: North Bank Road alongside the River Nene, east of Peterborough and west of Dog-in-a-Doublet Sluice.

This is a message from the Environment Agency.

Flood Warning no longer in force: North Bank Road alongside the River Nene, east of Peterborough and west of Dog-in-a-Doublet Sluice.

The situation is improving and no further flooding is expected in this area.
Flood Warnings and Alerts may still be in force for surrounding areas.

River levels and high tides are receding throughout Tuesday 1st October and the impacts on the North Bank Road have diminished.  Further monitoring of river and tide levels will continue over night and into the next few days and we will update this warning if the situation changes.

Knife Amnesty Results

More than 30 knives have been handed in across Cambridgeshire as part of a national knife amnesty which took place last week. 

Officers in Cambridgeshire joined others across the country in an operation to tackle a rise in knife crime.

The week-long initiative, aimed at taking weapons off the streets and tackling associated offending, included an amnesty where members of the public could hand in knives without fear of prosecution.

Knife surrender bins were based at Thorpe Wood Police Station in Peterborough and Parkside Police Station in Cambridge. Knives could also be handed into any police station with an enquiry office across the county. 

In addition to this, test purchases – where someone under the age of 18 attempts to buy a knife to see if they are asked for identification – were carried out at more than 15 shops across Peterborough and Huntingdon.

Two stores sold knives to the volunteers, who were under 18. One store failed to ask for ID. The other store challenged the person buying the knife for ID, but when they failed to produce some, still sold them it.

The focus of the two operations was education and therefore advice was given to both of these stores, as well as positive feedback to the rest.

Inspector Matt Snow said: “We are pleased that we were able to take a total of 31 knives off the streets of Cambridgeshire.

“The test purchasing also offered the chance for us to educate stores on the dangers and risks associated with selling knives to anyone under the age of 18.

It’s disappointing that two stores failed the tests, however we are working with them going forward and do all we can to ensure the relevant checks are carried out. 

“Knives ruin lives and it’s important we are doing all we can to tackle the issue. 

“Although the knife amnesty has ended for now, I’d urge the family and friends of people who carry knives to encourage them to think twice, and consider the potentially devastating consequences of doing so.

“If anyone is found to be carrying a knife in public, they could face a hefty fine and further prosecution by the courts.”
