Environment Agency Update Saxon Pit Discharge Permit Issued

A great deal of concerns for many years, allowing operator(s) to discharge without permit or testing in place…..only by lobbying by myself and primarily one resident + Saxongate, this latest and hopefully with rigorous monitoring and testing, the public may be confident that all saftey regarding any discharges are upheld.

We have been finalising the Discharge Permit for East Midlands Waste Management (EMWM) to ensure there are robust conditions in place to keep this discharge safe and compliant. I am now writing to let you know that the Discharge Permit has been finalised and will be issued today.

This has taken longer than we would have liked to finalise due to the complexity of the regulation requirements, however we are confident that the regulation of this permit will be robust enough to prevent an impact to the environment.  It will enable closer monitoring of the discharge and gives us greater powers to stop the discharge if there is evidence of environmental harm. This approach should give the local community assurance that this activity is being appropriately regulated and monitored. You can read more about our approach in the attached briefing.

The briefing will be shared with the community and other interested parties, and we will ensure that we provide updated information about our regulation of Saxon Pit operators on our Engagement HQ site which is now available to the wider public:

Council Gains First Reform Councillor

Andrew O’Neil won the by election by 36 votes.

Reform gained its first councillor at Peterborough City Council following a by-election.

The vote in the Fletton and Woodston ward took place following the death of Labour’s Nick Tholbourn in December.

The city’s Labour MP Andrew Pakes called him a “one-off”.

Andrew O’Neil won for Reform UK with 565 votes, 36 ahead of the Green Party candidate.
Labour, which remains the largest party on the council, were pushed down into fourth behind the Conservatives.

  • Andrew O’Neil (Reform) – 565 votes
  • Ed Murphy (Green) – 529
  • Andrew Willey (Conservative) – 419
  • Harvey Woodhouse (Labour) – 323
  • Neil Walton (Liberal Democrats) – 84

    One further by-election is planned for the spring – again in the Fletton and Woodston Ward – following the death of Alan Dowson.
    Other council elections have been postponed due to Local Government Re-organisation.

Two drivers could receive punishment after being caught illegally behind the wheel in Whittlesey

Two drivers could be facing a £300 fine, six points on their licence, or an unlimited fine and driving ban.
The drivers who were stopped in Whittlesey could receive any of the above if their case goes to court, after they were caught driving without insurance by Fenland’s rural officers.

One van was stopped along the A605 after it was caught by an ANPR (Automatic Number Plate Recognition) marker.
A car was seized for having no insurance, no tax and no mot.

We Shut Down Our Clothing Recycling….

More complaints….Where have the clothing recycling containers gone…!!!

Gone, gone and gone….sorry to say, – why you may ask….well there is just too much clothing being donated and the price has dropped like a stone, and therefor has become uneconomical…..can only happen here….

Meanwhile, developing countries are more than willing and happy for donations….

The UK regularly sends containers of rubbish, plastics and nasty chemicals to the Far Eastern Countries under dodgy manifests…..

Fortunately they have ‘clocked’ this dodgy dealings and many have been sent back ….

SAXON PIT: RECENT PRESS ARTICLE AND PHOTOGRAPHS –
WHAT DO THEY SHOW?

Thank you to everyone who attended the Public Health meeting at Manor Leisure Centre on Wednesday 4 February. The turnout over the five-hour drop-in session was exceptional, with the venue at capacity for much of the day. We welcome the proposals to improve monitoring and to involve residents more directly in looking at cumulative impacts across the area.

Many of you will also have seen the recent CambsNews planning breach story.

Saxongate has written formally to the Environment Agency regarding IBA being stored outside the permitted Waste Reception Area.
The article raises an obvious question: how can expansion be considered if basic containment conditions are not being consistently followed?

Environment Agency urged to investigate incinerator ash storage breaches at Saxon Brickworks in Whittlesey – News for Peterborough and Cambridgeshire

The photographs published with the article are worth a close look.

They appear to show:

  • Green-grey water in the wedge pits
    • Large volumes of standing surface water
    • IBA stored outside the bunded containment area
    • Site infrastructure that may be under strain


Some residents have also asked whether the appearance of certain solar panels suggests dust deposition.

The Environment Agency describes the site’s water system as a “closed-loop” arrangement, meaning water that has contacted incinerator bottom ash is stored and reused for dust suppression.

That naturally leads to a number of reasonable questions:

  • Is the recycled water routinely chemically tested?
    • How is any build-up over time monitored in a system where water evaporates but residues remain?
    • What happens during prolonged wet weather if pits appear near capacity?
    • Is the current system robust enough to support increased throughput?

We have submitted updated objections to various active planning and permit applications. In our view, it would be unwise to consider any site expansion before the adequacy of the greywater system and IBA storage area has been clearly explained.

THE REGULATORY POSITION

Planning decisions, environmental permits and public health functions are often treated as separate processes, yet they relate to the same operations and the same community. When concerns arise, residents are frequently told that an issue falls within another authority’s remit.

The Environment Agency’s decision on the water pumping permit has been described as imminent. The planning application to increase capacity remains live.

This is precisely why continued public scrutiny matters.

Everyone in Cambridgeshire To Pay More……

Just so residents are NOT confused.
Fenland District and Whittlesey Town Councils, ar NOT putting their rates/precept up.
Mayor Combined Authority CPCA NOT putting precept up this year.


County Council, Police & Crime Commisioner and Fire Authority ALL up.
Council tax bills for everyone in the county will go up from April, as a maximum increase has been approved by Cambridgeshire County Council.

The authority will be increasing its share of the council tax bill by 4.99%.
This includes a 2.99% increase in the basic council tax precept and a 2% increase for the adult social care precept.

At a full council meeting on Tuesday, Cllr Lucy Nethsingha (Liberal Democrat), leader of the council, said this had been “the most difficult budget” to set since she became leader.

She said: “The key challenges facing this council are the cost in social care, both in children and adults, and the cost of SEND education.
“All these are statutory services, providing care to the most vulnerable residents.

In particular, Cllr Nethsingha highlighted the plans to invest an additional £20million in highways maintenance, on top of government funding.

Cllr Nethsingha said the county’s roads are “in a poor state” and need continued investment.
