Have Your Say To The EA before 31 October – Major Changes Proposed at Saxon Pit

RG Note : I have made my response (as one of the Councillors for the area) to this consultation on behalf of the residents who have contacted me about the issues/concerns and complaints about this operation at Saxon Works.

The Environment Agency consultation on the Johnsons Aggregates Recycling Ltd permit variation closes on 31 October. This is the permit only, the separate planning application will follow next year.
 

The company is seeking to:

increase IBA* throughput from 250,000 to 460,000 tonnes per year (an 84% rise)
double daily IBA processing capacity
more than triple C&D waste throughput (up 208%)
expand total on-site waste storage by 43%
reduce freeboard* (the buffer space between the top of the waste piles and the top of the
wall) from 1.0 m to 0.5 m

and introduce outdoor IBA crushing.
*IBA (Incinerator Bottom Ash) is the ash and residue left after the burning of municipal and commercial waste in energy-from-waste plants. It is processed on site to produce IBA Aggregate (IBAA) for use in construction. *Freeboard is a critical safety margin that helps prevent dust, material, or runoff escaping the site during high winds or uneven loading. Reducing it by half increases the risk of escape at the boundary.

All of this is being proposed with a site footprint increase of less than 7.5%, effectively squeezing far more activity onto the same site. 
In Saxongate’s view, this scale of change should be treated as a new application, not simply a variation. We believe the same approach should apply to the associated planning application due to be heard next year, given the scale and nature of the proposed changes.

Saxongate has now sent in its detailed  submission which brings together technical analysis, public health input, regulatory documents and an independent expert review. It raises serious concerns regarding the accuracy, completeness and regulatory basis of the application. Specifically, in our view the proposal relies on the wrong BAT reference, weakens containment, overlooks existing monitoring infrastructure and depends on assumptions not supported by evidence.
