Bad Bad Anti-Social Behaviour In Wisbech

From accounts at both FDC full council meeting earlier this week, Cllr Steve Tierney highlighted several ongoing issues about anti-social behaviour – especially targeting businesses.
Town councillors are calling for the police to step up to tackle crime in Wisbech which they say is causing businesses to lose trade due to youngsters’ behaviour.

At the meeting of Wisbech Town Council on Monday, councillors addressed the issues businesses and residents are having and are urging police to act swiftly.

Cllr Steve Tierney said there is a problem in the town with a new bike gang – “like we have seen in the past” –which is problematic and has been running a campaign of intimidation and vandalism in the marketplace and surrounding areas

A few businesses are being particularly targeted with some attacks seeming to be racially motivated and others not, he explained.

“One particular shop at the weekend had its entire front barricaded off. They dragged metal barricades from the other end of the market where they were tied up, untied them, and dragged them down so people could not get in and out, making it a very difficult job to remove them as they are heavy.

“They have set fire to another shop, smashed the shop up while customers have been in there. They have walked in and intimidated and abused staff and customers.

“The same group went to The Rose and Crown Hotel, threw bricks and eggs at the hotel, ran into the hotel and screamed at people waiting to book a room. All of this is on CCTV which has been given to the police.”

Cllr Tierney said so far the police have not done a lot: “They have attended a couple of times, but I would like to see a much stronger response.

“This is happening almost every night now, a member of the public said the same gang ran a scooter into a child, she was knocked over but was unharmed luckily, just a bit shaken up.”

He believes it is a gang of 12 to 13-year-olds with a few older boys who seem to be the ring leaders.

20 Arrests In Hare Coursing And Disorder Investigation

Dear Roy,
Earlier this week we emailed to update you on further arrests we have made as part of our investigation into violent disorder stemming from hare coursing across the county on 25 January.

Over the last two days, we have made another five arrests, taking the total number so far to 20.

A 25-year-old man was arrested at his home in Melton Mowbray, Leicestershire, yesterday morning (Tuesday), and since released on bail.

A 22-year-old man from Stourport-on-Severn, in Worcestershire, was arrested in Worcester last night, and three men, aged 18, 42 and 47 were arrested at their homes in Wellingborough, Northamptonshire, this morning (Wednesday). All four remain in police custody in Peterborough.

All arrests have been on suspicion of violent disorder and attending a hare coursing event.

Other arrests:

  • An 18-year-old man from Spalding, Lincolnshire, was arrested on 31 January
  • A 26-year-old man from Grantham, Lincolnshire, was arrested on 31 January
  • A 22-year-old man from Chelmsford, Essex, was arrested on 4 February
  • A 51-year-old man from Chelmsford, Essex, was arrested on 4 February
  • A 46-year-old man from Solihull, West Midlands, was arrested on 4 February
  • A 30-year-old man from Basildon, Essex, was arrested on 5 February
  • A 44-year-old man from Horton, Slough, was arrested on 12 February
  • A 19-year-old man from Datchet, Slough, was arrested on 12 February
  • A 44-year-old man from Datchet, Slough, was arrested on 12 February
  • A 28-year-old man from Winkfield, Berkshire, was arrested on 12 February
  • A 40-year-old man from Hungerford, Berkshire, was arrested on 13 February
  • A 35-year-old man from Reading, Berkshire, was arrested on 18 February
  • A 47-year-old man from Spalding, Lincolnshire, was arrested on 20 February
  • A 20-year-old man from Spalding, Lincolnshire, was arrested on 20 February
  • A 26-year-old man from Spalding, Lincolnshire, was arrested on 20 February

All men except those arrested this morning and the arrest in Worcester yesterday have been released on bail to return to Thorpe Wood Police Station in May, with strict conditions:

  • Not to be in possession of, be in control of, or be in the company of any dog on private land without the owner’s written permission.
  • When in possession of, in control of, or in the company of any dog, said dog must be on a lead.
  • Not to be in a vehicle with any dog, whilst outside of a five-mile radius of your home address, unless for a pre-arranged veterinary appointment.
  • Not to be in possession of a catapult or shot, such as ball bearing, and/or an air weapon or any part of an air weapon.
  • You must not drive or be conveyed in a mechanically propelled vehicle onto private fields or agriculture field belonging to another person without written permission presentable to an officer.
  • You must not use any public spaces, footpaths, bridleways or other such like areas belonging to the Local Authority or another unspecified person with the intention to hare course.
  • You must not shout at, swear at, or intimidate any persons in the 12 counties of Cambridgeshire, Bedfordshire, Hertfordshire, Norfolk, Suffolk, Essex, Kent, Derbyshire, Leicestershire, Lincolnshire, Northamptonshire or Nottinghamshire.

The five men arrested in Slough and Berkshire also have the below condition:

  • You must not shout at, swear at, or intimidate any persons in Buckinghamshire, Berkshire and Oxfordshire.

Beer Festival – Cheap Beer – In March

The Hippodrome in March holding 12-day beer festival with pints costing just over £2

A March pub will be hosting a 12-day beer festival offering a range of real ales including five from international brewers, costing just over £2 a pint.
The Hippodrome Wetherspoon in March will be kicking the festival off next week on Wednesday, March 5 and will continue until Sunday, March 16.

The overseas brewers, who are all women, are from Italy, Canada, New Zealand, Australia and the USA.

The beers will cost £2.15 a pint.

The international beers are Hey Pal (Terrapin Brewery, USA), Estuary Session Ale (Land & Sea Brewery, Canada), Wallaby (Penny Red Brewery, Australia), Chocolate Porta (Birra Perugia Brewery, Italy) and Antiopdean (Brew Moon Brewery, New Zealand).

FDC Full Council Meeting of Monday 24th February.

I am reporting the main salient items…..

The Extraordinary meeting being called on 14th March will be about the Boundary Changes that will come about by March 2028.

Cllr Nawaz thanked Leader Cllr Boden – on taking his petition of over 600 residents in opposition to the selling of the Whittlesey Station Road Recreation Ground.
Cllr Boden confirmed this will now not happen.

(RG Note:- Credit to Cllr Nawaz, however there were several of us working with residents in the background on this issue and we found out that the covenant of the land would make it difficult and time consuming to sell this parcel of land – Cllr Nawaz also stated that all the residents of Sation Road has signed the petition – I question that as there are not that number of residents on Station Road – a slip maybe)

The Business Plan is changing due to the boundary changes, and FDC are looking to safeguard our facilities.

Council Precept (Tax) will not be increased this year (8th year running) was voted on unanimously, however there will be challenges in the futures before handing over to the new unitary authority. Main challenge – The cost of supporting homeless – FDC have offset some of these costs by purchasing properties themselves.

There is a approximate £30 Million of capital expenditure ‘Fenland Inspire’ most being allocated for the Four Leisure Centres and a possible new swimming pool for Chatteris.

Incuded in the plan is what is known as The Monastery’ – Whittlesey Market Street – which maybe purchased to save the wall paintings within and to sell on at a later stage.

Cllr Elizabeth Sennitt Clough proposed an all weather walking and running pathway around the Manor Field.
The funding of carry forward Civil Parking Enforcement for Fenland.

Fenland District Council have reserves of some £7:5 Million, however most of the Fenland Inspire projects will have to be externally funded by borrowing – some of which will be passed onto the new authority.

Mention of The Whittlesey Rifle Club being included in the Manor Leisure Centre upgrade – to what is hoped ‘A Centre of Excellence.’

No Council Tax increase @ Fenland —- other authorities – Yes – Cambs CC, Police & Crime Commissioner, Fire Service.

The true story of Sir Nicholas ‘Nicky’ Winton, a young London broker who, in the months leading up to World War II, rescued 669 predominantly Jewish children from the Nazis. Nicky visited Prague in December 1938 and found families who had fled the rise of the Nazis in Germany and Austria, living in desperate conditions with little or no shelter and food, and under threat of Nazi invasion. He immediately realized it was a race against time. How many children could he and the team rescue before the borders closed? Fifty years later, it’s 1988 and Nicky lives haunted by the fate of the children he wasn’t able to bring to safety in England; always blaming himself for not doing more. It’s not until a live BBC television show, ‘That’s Life’, surprises him by introducing him to some surviving children – now adults – that he finally begins to come to terms with the guilt and grief he had carried for five decades.

No admission charges are made for these regular winter events with refreshments served during an interval.

Preparatory Construction Works for Wisbech Incinerator

The first stages of building a mega-incinerator are underway this week with the German-based company behind the burner announcing a Swiss firm as the main contractor.

In an update on the project to build a 54-megawatt incinerator on a site off Algores Way in Wisbech MVV Environment Limited said it has commenced the first stages with detailed design and preliminary construction works.

The Medworth Energy from Waste Facility combined energy and heat facility is set to recover electricity and steam from over half a million tonnes of non-recyclable household, commercial and industrial waste each year.

It will have a generating capacity of over 50 megawatts; the steam and electricity can be used locally and excess electricity will be exported to the grid.

MVV’s managing director, Paul Carey, said: “After several years of development we are starting our Medworth project with design and preparatory works.

“These include vegetation clearance and preparatory construction work in the next few months whilst, in parallel, satisfying the relevant planning conditions.”
The project company, Medworth CHP Ltd, has developed a multi-contract approach with the main engineering, procurement and construction contract being awarded to Kanadevia Inova AG of Switzerland, starting with design works.

MVV announced that it had secured Development Consent for its Medworth project in February last year.

Fenland District Council launched a legal challenge, which failed and subsequently, an Environmental Permit was issued by the Environment Agency in May 2024, since when work has been going on to prepare for further stages of the project.

However, it has already not been plain sailing for MVV with one local company already withdrawing from a contract to help clear the site.

In January Andrew Humphrey, who runs family firm Andrew Humphrey Contracting Ltd, started work to clear part of the site to enable surveying to be undertaken.

However, he said he had not realised it was for the incinerator, and after completing only a “couple of hours” he said his company would do more and was standing in solidarity with the local community, which has fought tooth and nail to try to stop the burner coming to Wisbech.
